Planning and Zoning Division

The Planning and Zoning Division is a division of the Office of the City Manager and is administered by the city's Planning and Economic Development Director.   The Planning and Economic Development Director is appointed by, and serves at the pleasure of, the City Manager.  The Administrator is responsible for organizing and directing the development and administration of programs to guide current and future utilization of city land, physical facilities, and socioeconomic resources.  The Administrator provides administrative support to the city's Planning Commission, Board of Zoning Appeals, Economic Development Corporation, City Council, and city administration.

Richmond's Planning Commission plays an important role in land use decisions for the city.  The Planning Commission advises City Council on all matters related to the orderly growth and development of the City of Richmond, including applications for rezoning, special conditional uses, site plan review, some commercial signs, as well as any amendments to the City's Master Plan. The Commission also reviews all public facility applications to ensure that they are compatible with the approved Master Plan.  Public hearings are held by the Planning Commission to provide citizens with the opportunity to have input on land use recommendations that are forwarded to the Richmond City Council for final action.

 

Public Meetings and Hearings

The Planning Commission meets the second Thursday of every month at 7:30 p.m. at Richmond City Hall, 68225 Main Street.  Notices of Planning Commission public hearings are displayed as classified legal advertisements in The North Macomb Voice newspaper prior to the public hearing date in accordance with applicable law.

 

Commission Responsibilities

The responsibilities of the Planning Commission include:

  • Preparing and adopting the Master Plan;

  • Prepares the original Zoning Ordinance including the text and map showing the proposed zoning district boundaries, forwards recommendation to City Council, who ultimately adopts the Ordinance;

  • Advises City Council on future amendments, changes, or additions to the Zoning Ordinance; and,

  • Reviews site plans, special land use requests, and planned unit developments for compliance with the Zoning Ordinance.

Commission Membership

The Planning Commission is made up of seven members of the community, the City Manager, and the Mayor, for a total of nine voting members.  The seven citizen members are appointed to three-year, staggered terms commencing on July 1, and the City Manager and Mayor serve by virtue of their respective offices.  The citizen members are appointed by the Mayor subject to confirmation by the City Council.
